According to the "Management Measures for the Recognition of High tech Enterprises", national high-tech enterprises refer to enterprises that continuously conduct research and development and transform technological achievements in the "key high-tech fields supported by the state", form core independent intellectual property rights, and carry out business activities based on this. They are knowledge intensive and technology intensive economic entities, representative of the national technological level, and belong to leading domestic or internationally advanced enterprises.
